VIGILANT Project Launches Disinformation Response Manual for Law Enforcement

The VIGILANT Project has released a new Disinformation Response Manual, offering practical guidance to help law enforcement tackle the growing intersection between online disinformation and criminal activity.

Developed by TNO, the manual translates interdisciplinary research into actionable tools for practitioners. Central to the resource is the C5 Interaction Model, Context, Causes, Content, Consequences, and Cycle of Amplification, which supports authorities in identifying threats, assessing societal impact, and selecting effective responses.

The publication marks a key milestone as the three-year Horizon Europe-funded project nears completion. Over its duration, VIGILANT has engaged 13 police authorities, established a Community of Early Adopters including two official members, produced 26 scientific publications, and delivered 15 targeted workshops and training sessions.

Bringing together leading experts across disciplines, VIGILANT has focused on equipping police with ethical, cutting-edge tools and knowledge to strengthen their response to criminal online content, reflecting growing urgency around the role of disinformation in shaping security, public trust, and policy.
