Foreword: This book contains the proceedings of the 9th International Conference on Cloud Computing and Services Science (CLOSER 2019) which was organized by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC). CLOSER 2019 was held in cooperation with ACM Special Interest Group on Management Information Systems (ACM SIGMIS), EuroCloud and National Portuguese ICT Cluster. The Conference was also technical co-sponsored by IEEE Systems, Man and Cybernetics Society - TC on Big Data Computing We are proud to inform you that the program included three plenary keynote lectures, given by internationally distinguished researchers, namely – Martin Jaatun (University of Stavanger, Norway), Eleni Karatza (Aristotle University of Thessaloniki, Greece) and David Wallom (University of Oxford, United Kingdom). CLOSER 2019 received 102 paper submissions from 33 countries, in all continents. To evaluate each submission, a double blind paper review was performed by the Program Committee, whose members are highly qualified researchers in CLOSER topic areas. Based on the classifications provided, the full paper acceptance ratio was 29%. This strict acceptance ratio shows the intention to preserve the high quality of this event, which we expect to improve even further in the years to come. The proceedings will be submitted for indexation by DBLP, Thomson Reuters Conference Proceedings Citation Index (ISI), EI (Elsevier Index), Scopus, Semantic Scholar and Google Scholar. All presented papers will be available at the SCITEPRESS Digital Library. A short list of papers presented at the conference will be selected for publication of extended and revised versions in a CCIS (Communications in Computer and Information Science) Series book by Springer. All papers presented at this conference will be available at the SCITEPRESS Digital Library. Conferences are also meeting places where collaboration projects can emerge from social contacts amongst the participants. Therefore, in order to promote the development of research and professional networks the conference includes in its social program a Conference Social Event & Banquet in the evening of May 4, 2019. We would like to express our thanks to all the people who contributed to CLOSER 2019. First of all to the authors, whose quality work has been essential for this conference; secondly to all members of the Program Committee and auxiliary reviewers, who helped us with their expertise and valuable time. We would also like to deeply thank the invited speakers for their excellent contribution in sharing their knowledge and vision.
